The four things you are moving

Data, logic, consumption and operations have different owners, methods and failure modes.

It helps to separate the migration into four layers, because they have different owners, different methods and different failure modes.

The four layers being moved, and what moves each one
LayerWhat it containsMoved by
DataTables, partitions, history, large objectsThe migration method you choose
LogicLoading pipelines, procedural code, transformation SQL, schedulingConversion and re-implementation, not migration
ConsumptionReports, semantic models, extracts, downstream feeds, ad-hoc SQLRe-pointing, re-testing, and negotiation with owners
OperationsMonitoring, runbooks, entitlements, support routes, batch calendarRebuilt on the new platform’s terms

The method selection discussion that follows is about the first layer only. It is the one with genuine technical alternatives. The other three are largely determined by decisions you have already made — what you chose to rebuild, what the target design looks like, and which BI platform you are keeping.

The reason to lay this out early is that method comparisons that only consider the data layer produce confident answers to the wrong question.

These are my own views, written from years of building and moving large Oracle data platforms. They are not Oracle’s official guidance and this is not Oracle documentation. Volatile product claims are quarantined in Product facts that will date.
